A simple google search of "image resizer" brought many results. http://www.google.com/search?q=image+resizer&ie=utf-8&oe=utf-8&aq=t&rls=org.mozilla:en-USfficial&client=firefox-a

Photobucket and Microsoft paint both have the capabilities, and are both free.
I use Photobucket when I have internet www.photobucket.com
and I use Microsoft paint (found under applications in your start menu) when I don't have internet. Both are free and easy to use.
