No, it's just the disc. And it doesn't really need instructions. Pac-Man Vs. is pretty straightforward: one person (on the GBA) is Pac-Man, everyone else is a ghost. Pac-Man on the GBA can see the whole maze, but the ghosts can only see themselves on the tv. When one of the ghosts eats Pac-Man, the person who was the successful ghost becomes Pac-Man and gets the GBA, while the former Pac-Man becomes a ghost and uses a regular controller.
I have a friend who got a Gamecube just for Pac-Man Vs (she's played my copy a lot). Her boyfriend bought her the Mario Kart Double Dash bundle, and my gf and I are giving her one of our extra GBA SPs, a GBA/GC link cable, and the Pac-Man Vs. game for Christmas so that she can play it. We even got a vinyl sticker of the Roxy label to put on the red SP so it's personalized. And for her bf we got Super Smash Bros. Melee so that he can have some multiplayer throwdowns.
