Are Government Organizations Such As The "CIA" Awarded Special Software?

Hi All!

Are government organizations like the "CIA" or "Area 51" awarded special software that the general public can't get?
I'm not sure,it seems that hackers can always find a way around it.

I'm sure they have access to programs that the general public can't access. That doesn't mean a skilled hacker couldn't necessarily come by the same program(s) in a clandestine way. But they aren't exactly the general public, are they?
