I'm telling you, they just need to lower the price and distribute it out to every prebuilt manufacturer. When someone buys a new PC, they'll get the chip. This will cause a massive population of people with the chip, and will encourage developers to actually support something that, at this time, is basically useless.
Same with graphics cards - stop building computers with integrated and use some of the budget cards for the low-end models, an higher-end cards in the better prebuilts. This will potentially lower the cost of enthusiast cards, as well as drastically increase the population of people capable of playing worthwhile computer games. When people go out and buy the cheapest Dell at $500, they then wonder why their already outdated computer becomes ancient in the tech world within 6-12 months. Adding better parts would definately help that, and encourage others to join the far superior PC gaming community.
