I Just Wouldn't Be Kaz If I didn't Ask A Crazy Question Such As This

You guys have mentioned,and others have said that if someone wants to get into your computer bad enough,they can.
If that's the case,would it not smart for terrorists or even "Homegrown" individuals to do so,causing huge problems at places like "Area 51" or the "Pentagon", creating absolute havoc?
I'm not an idiot.I know these computers in places like these are top notch,but on the other hand,I guess if it were possible,terrorists and others would have done it by now I guess.
It's a big world,and there has to be hackers out there with equal or superior skills,and brutal computer setups,so why can't they get anywhere?
