3D Realms was shut down on May 6, 2009 due to lack of funding and Take Two Interactive claimed the property rights. Which FPS developer will take over the project?

* Human Head Studios

Well it won't be raven and id software. So I'd say...Gearbox or Human Head Studios.

I have no idea. I would be surprised if it's actually finished.

By the way, I don't think they've announced it for the 360. It's PC only I think.
