The Origami Killer in Heavy Rain. Not the coolest, but definitely one you never saw coming. It was so good when you get everyone down together in the last level. Such a good game. One of my more recent favorites.

Another is Flynn from Uncharted 2. Come on, it's Steve Valentine! Speaking of him, I'll also add Loghain from Dragon Age: Origins. Trust me, the Landsmeet was hard enough as it is at that part.
 
Revolver Occelot. Cool voice, swagger and look about him. Is always badass (even at his most embrassing - Metal Gear Solid 3), espically in Metal Gear Solid 4. He's the reason why the cutscene at the end of Act 3 is my favourite.

This is a good pick too. I still haven't played 4 but he was always a slick enemy in the first three games.
