My Lugia in Silver was a tank though. It knew Earthquake, Aeroblast, Recover, and Psychic. Earthquake covered its flying type weakness to electric Pokemon and it got STAB with Aeroblast and Psychic. And any damage done by dark Pokemon could be recovered with Recover. XD!!
I guess also I never really got into Ho-Oh at the time because there was already a flying/fire legendary Pokemon (Moltres).
