So is every RTS on the planet. The specific circumstances of the war hold it back from being a good RTS, however. For one thing, by the time of Gears of War, the COG is totally and completely depleted. Their fighting force is incredibly small, often only being able to field a couple units at once. While this one man against the world aspect was a plus for a shooter, it simply wouldn't work for an RTS. If the two sides were to be realistically portrayed, the Locust would win every battle by a landslide, simply because they can field so many units at once. Another problem, as mentioned by Fr0dus, is the total and complete lack of class structure on the COG side. There is truly nothing there beyond generic footsoldier. So, while the Locust have Brumaks and Boomers, the COG have a couple guys with machine guns, in heavy armor. I foresee balancing issues there.
A third thing which was also already mentioned is that Gears is a slower tactical FPS. It would be difficult to transfer this over to an RTS (unless they were to do it similar to Full Spectrum Warrior, which I could see working very well), as telling units exactly how to maneuver and take cover isn't easy when you have a large-scale RTS. So basically, if you wanted to make a Gears of War RTS, the style of play and feel of the original would be totally and completely lost, the game would be horribly unbalanced, and they would essentially have to invent a bunch of units for the COG. Not exactly an ideal RTS if you ask me.
