Yes, it is possible and most easily accessable via an American PS3 to get into the Japanese PSN Account. Yet the biggest question, is how to purchase those lovely Import PS1 games for download?
Simple, thanks to the PSN Point Card system in Japan, you can buy them on Ebay very easily and get the codes within hours.
You don't even need a real billing address if you're just going to use the Point Cards which is the sweet part. However to make a Japanese account takes about 7 minutes, but it's free. Yet you will freak out how many Import PS1 games you can find in this store. I can't read Japanese, but it's easy to access the menus, very similar to our PS Network setup
Over 50+ PS1 games.

Now one feature I have been wondering about, but I got the answer to, is the fact that Resident Evil 2 (BioHazard 2) was originally 2 disc. Now in this file format, what it will do, is as soon as you reset the game, it will ask "Which disc to start?" and you can choose disc 1 or 2. Which is clever, to make the PS3 think you are swapping disc. Way to go Sony, you clever lil' pups!
