No, I don't know where you got that from, but your facts aren't straight. They majorly marketed this in Japan, and the reception was very well received. Sony did send a reviewer's guide to reviewers who ALREADY gave the game bad reviews because of it's controls, explaining how to control correctly. They didn't have to do this in Japan though.
 
I think the entire reviewer's guide thing is a misunderstanding. Its not uncommon for developers to send out reviewer's guides like was done with Lair. The problem was, the guides for Lair came after all the reviews that complained about the controls, instead of before, like it was supposed to. This made it seem like Sony was trying to prove everyone wrong in saying the controls were off.

As for their reviews of Lair, I'm not surprised. I haven't played Lair yet, but I've seen videos of people controlling it, and I think that, provided you're using it correctly, the controls work well.
 
maybe the japanese version has better controls than the other versions, because i played lair on a friend's house and indeed is awful
