NeoGeo CD need help

My Neo Geo cd system need help. When i turn it on, the red power light is flash but nothing can be seen on the tv and the cd didn't spin. Does anyone know how I could fix it?

I opened the console and check the voltage, i found that the voltage are fluctuation. On the other hand, i checked the power adaptor, the output voltage are normal.

I was looking through a few documents... and I couldn't find anything on the red light.

So the CD doesn't spin... but laser eye move up and down on the track at all?

If you try to spin the spindle by yourself... does it glide? or is it hard to move (it should spin without force).

the other question I have... what version of Neo Geo CD are you using? What type of power plug? and what region are you in?
