I haven't really leveled my weapons, to be honest. It's easier to get five stars if you don't, because the timer is based on the perceived difficulty of the battle, which is made "easier" with stronger weapons.
But if you want to, what you do is you start by using stuff that is easy to get and doesn't give that much EXP. Sturdy Bone, Barbed Tail, Vibrant Ooze, Otherworldly Bone, Diabolical Tail, and Transparent Ooze for example. Buy price is between 80 and 150 gil. What you want to do is use enough to get a 3x bonus to EXP, and then use multiple components that give a LOT of EXP so that it multiplies by 3.
