Unless you have Superman's thumbs, it's just not possible to be as percise. Not to mention, Mouse Sensitivity is much easier to work with then controller sensitivity. Last I check on Halo 2, there was maybe 10 to 15 levesl of sensitivity (I haven't messed with it in forever), a PC game has a freaking slider bar, and virtually every PC game has one, unless it was a crappy Ubisoft port.
Someone already went over this on the Counterstrike boards, after extensive use with both an M&K setup and a gamepad setup. The verdict was very simple: M&K is infinitly more percise. All console shooters use Auto-Aim in some form or another. Take Perfect Dark and Goldeney 64 for example. If an enemy was lined up with you, then the gun would instantly target their chest. Some games have it so the bullets just ignore your crosshair completely and go towards the nearest enemy in a certain range outside the crosshair anyway (I believe the 360 version of Bioshock did this).
The advantage of controllers? Moving around with the analog sticks was much easier and confortable (AKA, getting from point A to point B). Aiming was a royal *****.
