True, but it could've been completely seperate from the main story and just a side story to play if you seriously wanted it. Well, the Brotherhood Outcasts were just dead weight in the original game. The only thing they did was trade technology for caps. An entire faction that was just a glorified trading post. Bethesda then, two months later, brings out an "expansion pack" that involves the Outcasts. They wouldn't have made the Outcasts a part of the game if they were just there to trade with, so I'm thinking that Bethesda just wanted some more money so they decided to release content they very easily could have gotten into the original game as $10 expansion packs.
